Work Permits

The application for a work permit requires a written offer of employment, which is issued by the Swedish employer and must include information on salary, insurance and other employment conditions in Sweden. However, if the Non-EU/EEA citizen is a long-term resident in another EU/EEA country, no work permit is required.

In a majority of cases, the application for a work permit is made from the home country or the country of residence. However, it is possible to apply for a work permit from Sweden for a limited list of occupations that are deemed to be “in high demand”. The Swedish Migration Board publishes on its website the list of such occupations (in Swedish only).

In order to be granted a work permit, both the employee and the employer must fulfill several requirements:
i.    The employee must:

  • Have a valid passport,
  • Earn their own living on the job offered, and
  • Have a wage of at least SEK 13,000 per month

ii.    The employer must:

  • Have advertised the post in Sweden and the EU for at least ten days. (For new recruitment.)
  • Offer terms of employment that are equal to or better than those of a Swedish collective agreement or what is customary within the profession or sector
  • Give the relevant union organizations the opportunity to express an opinion on the terms of employment in the job offer. The union’s opinion is included in the offer of employment and attached to the application for work permit.

The family members of a non-EU/EEA Citizen are also deemed to have a work permit in Sweden if the non-EU/EEA Citizen has obtained a work permit that is valid for at least six months.

Moreover, if the employment lasts more than three months, the person must apply for a residence permit. In order to do so, the person must visit the Migration Board to submit fingerprints and be photographed.

The residence and work permit are delivered for a maximum of two years.

Employers who employ non-EU/EEA citizens without a work permit are exposed to specific penalties in the following amounts:

  • Half a basic amount if the non-EU/EEA citizen has been working in Sweden less than three months ,
  • One basic amount if the non-EU/EEA citizen has been working in Sweden more than three months.
